Madison County 911 received complaints of a vehicle traveling south in the north bound lanes of travel around the 95 mile marker of I-75 in the early hours Sunday, October 21, 2018.
Deputy Jonathon Thompson responded to the area and located a Ford Focus in the emergency lane traveling south in the north bound side of I-75.
Deputy Thompson made contact with the driver, Earl Bingham who was determined to be under the influence. The front passenger, Felicia Adkins was also determined to be under the influence. In addition to Bingham and Adkins, there was a small child and a baby in the back seat of the vehicle.
Earl Bingham, 33 of Richmond was arrested and charged with DUI 1st and Wanton Endangerment 1st.
Felicia Adkins, 29 years old of Berea was arrested and charged with Public Intoxication-Controlled Substance and Wanton Endangerment 1st Degree.
Bingham and Adkins were lodged in the Madison County Detention Center. The children were released to the Kentucky Department of Community Based Services.
