Richmond Police Report Sept. 19, 2015


Theft Charges: On 09/16/2015, police charged Clair A. Durham, age 30, Jason Drive, in connection with the theft of a vehicle and other items.

At approximately 7:50 A.M., an office responded to a residence on Jason Drive to investigate a reported theft. Upon arrival, the officer learned from the resident that his 2012 Ford pickup, his wallet, and his iPhone had been stolen during the overnight hours. Durham had been a guest in the home at the time, but was gone along with the aforementioned items.

It was subsequently learned that Durham had been arrested by KSP during the overnight hours for unrelated offenses and she was in possession of the stolen vehicle at the time of the arrest. Furthermore, the vehicle had sustained damage to one side.

The RPD officer investigating the theft recovered the victim’s iPhone from Durham’s property at the MCDC, but the wallet was not located.

Durham was charged for the following offenses:

– Theft By Unlawful Taking over $10,000
– Theft by Unlawful Taking under $500
– Criminal Mischief 1st Degree


Fraud/Theft Arrest: On 09/17/2015, police charged Korey W. Stamper, age 22, no permanent address, Richmond, in connection with the fraudulent use of a stolen credit card.

On 08/10/2015, a complainant reported that their debit card was missing and several fraudulent ATM withdrawals had been placed against the card between July 21 and August 10, 2015. It was determined that the fraudulent withdrawals totaled $3040.00. Stamper was identified as a possible suspect in the theft of the card.

The follow-up investigation confirmed Stamper’s use of the debit card to make the aforementioned transactions.

On 096/17/2015, Stamper was located on foot near Francis Street and E. Irvine Street. He was detained and interviewed at the police station, after which he was charged for the following offenses and lodged in the MCDC:

– Fraudulent Use of a Credit Card $500 to $10,000
– Theft by Unlawful Taking under $500


Theft/Drug Charges: On 09/17/2015, police charged Jerry D. Masengale, age 34, no permanent address, Richmond, for numerous drug and property offenses following an investigation into a burglary offense.

On 08/12/2015, residents of an apartment in the 300 block of High Street reported that their home had been broken into and numerous items of clothing, athletic shoes, jewelry items, and television were stolen. The estimated loss was valued at $6445.00.

On 08/13/2015, the investigating patrol officer developed information that some of the stolen items were located in a residence I the 300 block of Logan Avenue. Upon making contact with those inside the residence, officers recovered four pair of athletic shoes and several items of clothing stolen during the burglary. As a result, officers charged Jackie R. Bishop, age 22, Logan Avenue, for Receiving Stolen Property Under $500. He was cited and released.

On 08/15/2015, the investigating patrol officer developed further information that led to the execution of a search warrant at a residence in the 300 block of Big Hill Avenue that was occupied by Masengale and Deborah Slone, age 50. Neither was present at the time the warrant was executed. During the search of the residence, officers recovered 30 pair of athletic shoes and 33 hats that had been stolen from the aforementioned residence on High Street. A Verizon Galaxy tablet stolen from Huntington, WV, in 2014 was also recovered at the residence.

In addition, officers seized approximately four grams of methamphetamine, 14.5 hydrocodone pills, 18 Gabapentin pills, a small amount of heroin, a small amount of marijuana, a Suboxone packet, and various other items of drug use and trafficking paraphernalia.

Two .22 caliber rifles were also found in the residence even though Masengale is a convicted felon and prohibited from possessing firearms.

On 08/16/2015, police located Slone and took her into custody. During a search of her person at the MCDC, a hydrocodone pill was recovered. Slone was charged for the following offenses:

– Trafficking in a Controlled Substance 1st Degree (2 counts)
– Possession of a Controlled Substance 3rd Degree
– Possession of a Controlled Substance 1st Degree
– Promoting Contraband 1st Degree
– Possession of Drug Paraphernalia (6 counts)

On 08/26/205, a warrant was issued for Masengale’s arrest, charging him for the following offenses:

– Trafficking in a Controlled Substance 1st Degree (3 counts)
– Trafficking in a Legend Drug
– Possession of Marijuana
– Possession of Drug Paraphernalia
– Receiving Stolen Property under $500
– Receiving Stolen Property $500 to $10,000
– Possession of a Firearm by a Convicted Felon

On 09/17/2015, Masengale was taken into custody when he appeared at the Madison Circuit Court in an unrelated case. He was lodged in the MCDC.
