Richmond Police Report Aug. 16, 2015


Shoplifting Arrests: On 08/12/2015, police charged Billie J. Martin, age 31, N. Third Street, and Christine M. Abner, age 31, Red House Road, in connection with a shoplifting incident.

At approximately 9:00 P.M., an officer was dispatched to Walmart to investigate a shoplifting incident. Upon arrival, the officer learned that store employees observed the two women fill their shopping carts with items of merchandise. They then proceeded to a rear area of the store where they placed the merchandise into Walmart bags that they had brought into the store with them. The two then proceeded through the self-checkout area and exited the store without paying for the items. The two were detained by store employees and the officer who had arrived on scene prior to their exiting the store.

It was subsequently determined that the two had attempted to make off with a total of $1377.02 in merchandise. All items were recovered.

Both women were charged for Theft by Unlawful Taking $500 to $10,000 and lodged in the MCDC.


Drug Trafficking Charges: On 08/13/2015, police charged Glenn E. Fraley, age 40, Winchester, for drug trafficking in connection with a drug sale made in late 2014.

On 10/23/2014, the RPD Narcotics Unit purchased a quantity of heroin from Fraley during the course of a covert investigation.

On 07/22/2015, a warrant was issued for Fraley’s arrest, charging him for Trafficking in a Controlled Substance 1st Degree.

On 08/13/2015, Fraley was located on Turpin Drive and taken into custody without incident. He was lodged in the MCDC.
