Richmond Police Report June 23, 2015

Burglary Arrest: On 06/18/2015, police charged Michael Francisco, age 37, Lombardy Drive, and Anthony Francisco, age 37, JD Circle, Berea, for their roles in a residential burglary. They are the second and third persons charged in connection with the crime.

On 06/10/2015, police charged Tamara Rader, age 21, Anita Lane, for burglary in connection with the same crime.

On 06/10/2015, at approximately 9:15 A.M., an officer was dispatched to an apartment in the 700 block of Sizemore Drive to investigate a burglary. Upon arrival, the officer met with the resident who reported that she had been away from home for seven days and upon returning on 06/09/2015, she discovered approximately 20 DVDs and a jar containing $237.00 in change missing from her home. It was determined that entry had been made through a rear window.

During the course of the investigation, Rader was developed as a suspect after it was discovered that she had been inside the apartment on or about 06/06/2015 while the resident was away. In addition, it was learned that Anthony Francisco had entered the apartment with Rader while Michael Francisco awaited in a nearby vehicle.

On 06/10/2015, Rader was interviewed at the MCDC where she was incarcerated on unrelated charges, after which she was charged for Burglary 2nd Degree in connection with this investigation.

On 06/15/2015, arrest warrants were issued for Anthony Francisco, charging him for Burglary 2nd Degree, and Michael Francisco, charging him for Complicity to Burglary 2nd Degree.

On 06/18/2015, the warrants were served on the two men at the MCDC where they were incarcerated on unrelated charges.

Failure to Comply with Sex Offender Registration: On 06/20/2015, police charged Edward A. Zamora, age 46, N. Killarney Lane, for being a non-compliant sex offender.

At approximately 9:54 A.M., a patrol officer observed Zamora riding a bicycle near the intersection of the Eastern Bypass and S. Porter Drive. The officer noted that Zamora fit the description of a non-compliant sex offender to which the police had been alerted. The officer confronted Zamora and learned that he had been living in a local hotel for three weeks. It was further learned that Zamora’s registered address was in Winton, CA, and that was also non-compliant with the sex offender registration requirements in that state. Zamora had also failed to register in KY as required.

Zamora was charged for Failure to Comply with Sex Offender Registration and was lodged in the MCDC.

Failure to Comply with Sex Offender Registration: On 06/20/2015, police charged Kenneth L. Hall, age 53, no permanent address, for being a non-compliant sex offender.

At approximately 4:54 P.M., and officer was dispatched to Walmart to investigate a report that a man was possibly unconscious in front of the store. Upon arrival, the officer encountered Hall and learned that he was a registered sex offender. It was further learned that for the past two months, Hall had lived at various locations about town and had failed to report that he was no longer living at the address tied to his registration. Any change of address must be reported to authorities.

Hall was charged for Failure to Comply with Sex Offender Registration and was lodged in the MCDC.

Theft: On 06/17/2015, a representative of American National University, 125 S. Killarney Lane, reported that an exterior air conditioning unit had been stolen from the side of the building. It was further determined that the theft occurred at approximately 10:30 P.M. on 06/16/2015. A male was observed loading the unit into the back of a red pickup truck that contained at least two other air conditioning units. No further description of the male could be provided and the red pickup truck fled the scene.
